Security Council Al-Qaida, Taliban Sanctions Committee introduces New Tools
to obtain Updated Information on Status of Implementation by Member States
The Security Council Committee established pursuant to resolution 1267 (1999), also known as “the Al-Qaida and Taliban Sanctions Committee”, has been directed by the Security Council by paragraph 9 of resolution 1735 (2006) “to encourage States to submit additional identifying and other information on listed individuals and entities, including updates on assets frozen and the movement of listed individuals as such information becomes available”.
Such information is essential in order to allow a proper assessment of the impact of the three sanctions measures (assets freeze, travel ban and arms embargo) and to promote their effective implementation.
The Committee seeks information on, for example:
i. changes in the legal framework by which States implement the three sanctions measures, and any legal challenges they have faced;
ii. new or additional action taken regarding implementation of the measures against specific listed individuals and/or entities (for example, additional assets frozen); and
iii. information on the circulation of the Consolidated List.
As the Committee has no wish to add to the reporting burden of Member States, it has introduced a new tool titled ‘Annual Statement of Information’ which provides information on all changes to the Consolidated List for the preceding year. This statement is intended to serve as a reminder to States to take the necessary action on these changes. The ‘Annual Statement of Information’ has been posted on the Committee’s website under “Selected Documents” at: www.un.org/sc/committees/1267/index.shtml.
Member States are encouraged to use this new tool, on a purely voluntary basis, to provide fresh information to the Committee on any issue relevant to their implementation of the sanctions measures against any individual or entity on the Committee’s Consolidated List.
