Biographical Note
NEW PERMANENT REPRESENTATIVE OF BOTSWANA PRESENTS CREDENTIALS

Samuel Otsile Outlule, the new Permanent Representative of Botswana, presented his credentials today to United Nations Secretary-General Kofi Annan.
Mr. Outlule was serving, since November 2000, as Clerk to the Cabinet and Senior Private Secretary to President Festus Mogae. He served in his country’s Ministry of Foreign Affairs, first as Deputy Director for Africa and the Middle East (1997), and then as Director of International Relations (1999).
While at the Permanent Mission of Botswana to the United Nations in New York, Mr. Outlule served as Political Counsellor and Alternate Representative to the Security Council (1995), and as First Secretary at the Mission (1989).
Mr. Outlule has served at his country’s High Commissions in London (1993-1995) and Harare (1985-1989), having begun his diplomatic career as a Foreign Affairs Officer in Botswana’s Foreign Affairs Ministry in 1982.
Mr. Outlule received a Bachelor of Arts Degree in Politics and Administration from the University of Botswana and Swaziland at Botswana’s Gaborone Campus in 1982.
He has also completed a Public Service Induction Course at the Institute of Development Management in Gaborone (1982), and a course in Diplomacy at Ranche House College in Harare, Zimbabwe (1983). In 1990, he received a Diploma in International Relations and Economic Cooperation from the German Foundation for International Development in Berlin.
Born on 8 July 1957, Mr. Outlule is married and has three children.
