RUTH KELLY MAKES APPOINTMENTS TO THE BETTER REGULATION TASK FORCE

Ruth Kelly, Minister for the Cabinet Office, today announced three new appointments to the Better Regulation Task Force and the re-appointment of Victoria Younghusband.

The new members, Adrian Askew, Lynne Berry and Simon Murphy, will strengthen the Task Force in the areas of trade union, consumer and European regulation and contribute to the new work programme.

Victoria Young husband, an existing member of the Task Force who has worked in particular on the 'Independent Regulators' and 'Better Routes to Redress' recent reports has also been re-appointed. All appointments are unpaid and are from 1 January 2005 to 31 March 2007.

The Better Regulation Task Force is an independent body established to advise government on action to ensure that regulation and its enforcement accord with the five principles of good regulation - proportionality, accountability, consistency, transparency and targeting.

Ruth Kelly, Minister for the Cabinet Office said: "I am delighted to announce the appointment of three new members to the Better Regulation Task Force and the re-appointment of Victoria Younghusband. These appointments will ensure that the Task Force has the necessary resources to continue its excellent work advising government on better regulation."

David Arculus said "I am very pleased with these new appointments and the re-appointment of Victoria Younghusband, who has been an outstanding member of the Task Force. This is an exciting time for the Task Force as we take forward our work programme, in particular our focus on improving regulation at the European level, in support of next year's UK Presidency. I am encouraged by the wealth of experience and expertise that the new members will bring, and look forward to working with them."

Notes to editors 1. The Better Regulation Task Force is an independent advisory body set up in 1997. Appointments are made by the Minister for the Cabinet Office, and are unpaid. A team of officials based in the Cabinet Office supports the Task Force.

2. The Task Force's terms of reference are 'To advise the Government on action to ensure that regulation and its enforcement are proportionate, accountable, consistent, transparent and targeted.'

3. The new members of the Task Force are:

Adrian Askew, General Secretary of Connect, the Trade Union for professionals in the communications industry.

He is a member of the e-skills UK Partners Board and the Telecom Skills Action Group where he works with employers and others to raise skill levels in the communications sector.

Lynne Berry, the Chief Executive of the General Social Care Council, the social care workforce regulator, which she joined in 2001 from the Equal Opportunities Commission.

Lynne is the Chair of Trustees at the Child Poverty Action Group and a trustee at the Tomorrow Project.

Simon Murphy, Chief Executive of Birmingham Forward which promotes the professional, financial and business service sectors in the city of Birmingham. He is also a Non-Executive Director of iSOFT Group plc (European board) and a Director of Capital Ventures Management Ltd.

Simon is a former MEP with considerable European experience.

4. The re-appointment Task Force member is:

Victoria Younghusband, a Partner at the law firm Lawrence Graham LLP, and a published author and regular speaker on regulatory issues, including corporate governance.
