Alastair Balls has been appointed a member of the Independent Television Commission for a period of four years from 1 January 1998, Culture Secretary Chris Smith announced today.
Chris Smith said:
"I am pleased to appoint Alastair Balls as an ITC Member. His strategic skills and the strong reputation he has established in the business community in the North- East of England, will be an asset to the Commission as it faces the challenges of technological and commercial developments in the industry. His appointment will also help to ensure that English regional interests continue to be fully represented on the ITC. "
Biographical Details Alastair Balls CB has been Chief Executive of the Tyne and Wear Development Corporation since 1987. Educated at the University of St Andrews and University of Manchester, he previously served as an Assistant Secretary and later Regional Director of the Northern Region at the Department of the Environment and is currently a Vice-Chairman of the Council of the University of Newcastle upon Tyne.

1. The Independent Television Commission is the public body responsible for licensing and regulating commercially funded television services provided in and from the UK. These include Channel 3 (ITV), Channel 4, Channel 5, public teletext and a range of cable, local delivery and satellite services. It is also responsible for licensing digital television services. The ITC also safeguards standards in programmes and advertisements and issues codes of practice.
2. Mr Balls has not carried out any political activity in the last 5 years and does not hold any other Ministerial appointments. Membership of the Board of the Commission is a part-time appointment. Members'' remuneration is #12,630 per annum.
3. Mr Balls replaces Mr Roy Goddard whose term of appointment to the Commission came to an end at the end of 1997. # = pounds sterling
