The second round of negotiations between the European Community and the Russian Federation on a new partnership and cooperation agreement took place on 22 and 23 December 1992 in Brussels. The negotiations were chaired jointly by Mr. Benavides, Director for Relations with the New Independent States of the Commission of the European Communities and Mr. Ivanov, First Deputy Chairman of the Russian Agency for International Cooperation and Development. During the second round of negotiations, the entire scope and content of the agreement was discussed and an exchange of views took place on chapters of the agreement which had not been examined during the opening round of negotiations. These included the conditionsfor the establishment and operation of companies, trade in services between the Community and Russia, investment and capital flows; protection of inteleectural property, legislative cooperation, econmoic, cultural and financial cooperation, as well as institutional arrangements. During these meetings, the Parties also discussed the possible arrangements for securing trade in textile products for the coming year. Both sides states that the negotiations had been successful and a third round of negotiations will take place at the beginning of 1993 in Russia. * * *
