An EU Evacuation Operation Exercise Study (EVAC 06) will take place on 5 April 2006. This Exercise Study, which will take place in a meeting of the Political and Security Committee (PSC), is carried out by the European Union in the framework of the European Security and Defence Policy (ESDP).

The aim of EVAC 06 is to consider aspects related to the planning and conduct of an EU evacuation operation using military means, and the necessary co-ordination modalities with the consular authorities. The focus of the discussions will be on critical aspects related to both the preparation and conduct of an EU evacuation operation using military means, as well as requirements for the planning, conduct and execution of an evacuation operation.

The Exercise Study will be based on a fictitious crisis scenario. The scenario for EVAC 06 addresses the need for the launching and conduct of an EU operation to evacuate some thousands of EU citizens and other persons from a fictitious country outside the EU where internal violence has reached disproportionate levels.

EVAC 06 will involve the High Representative Javier Solana, EU Council bodies including the Civil-Military Cell, the EU Joint Situation Centre, the Political and Security Committee (delegations supported by the relevant experts) and the Commission.
